An Analysis of Online Article Comments on Moon Jae-in Care Policy by Period: Using Text Mining

Abstract

|
Objectives: The purpose of this study was to provide policy suggestions and insights for further researches through understanding the internet public opinion on the Moon Jae-in care, the expanded health insurance coverage policy.
Methods: From 2017 on August 9 to 31 December 2018, 43,554 comments were collected from 950 articles of the nation’s largest portal Naver related to Moon Jae-in care. Frequency analysis and related rule analysis were performed using text mining for the entire period and quarterly.
Results: In the entire period and every quarter, words in the top 50 of frequency were “people”, “insurance”, “hospital”, “government”, “person”, “tax”, “health”, “Moon Jae-in”, “thought”, “policy”, “health insurance fee”, “country”, “Republic of Korea”, “benefits”, “problem”, “ordinary people”, “president”, “nation”, “munjaeang”, “burden”. As the key words, The frequency of “people” and “doctors” was the highest for the entire period and for each quarter.
Conclusions: The study found that the public opinion had doubts about the government’s funding plan itself so public distrust in funding should be reduced for a smooth policy drive. Therefore, It is necessary to form a governance structure for participation of the people and to carry out policies with more public discussion by inducing continuous and active communication with the people and related organizations. Further study is recommended to analyze more accurate public opinion by diversifying data collection channels and applying additional analysis methods.
